Combine butter, oil, eggs, sugar, milk, and vanilla. Then slowly beat in flour, baking powder, and sea salt.
Fold in the sprinkles, then divide the batter into cake pans and bake for 42-45 minutes. Allow to cool on a cooling rack.
Using a stand mixer with the paddle attachment, whisk all the buttercream frosting ingredients together until smooth and creamy.
Trim the cakes if needed, then spread an even layer of frosting in between the two cake layers and frost the cake however you like.
