Coat chicken wings with oil, salt, and pepper. Add starch and toss to coat evenly. Spray with oil and cook for 20 minutes, flipping halfway.
Add all sauce ingredients to a saucepan and heat over medium heat until it comes to a boil.
Add the chicken to a bowl and toss in the spicy sauce to coat it all over.
Serve warm, garnished with green onions and sesame seeds.
