Whisk flour, baking powder, and sea salt. In another bowl, combine butter, eggs, sugar, lemon juice, zest, and vanilla until smooth.
Add wet ingredients to dry ingredients, and stir together until a soft dough forms. Then chill for at least 2 hours to overnight.
Scoop the dough into balls, then roll in granulated sugar and coat in powdered sugar. Place on a baking sheet 2 inches apart.
Bake until they spread a little and get puffy with cracks on top. They'll be soft and delicate but will set as they cool.
