Using the flat side of a knife smash along the entire length of the cucumber, then slice diagonally. Toss with salt and let it rest for about 20 minutes.
Make the dressing by combining soy sauce, rice vinegar, sugar, sesame oil, and garlic. Then pour over the drained cucumbers.
Drizzle with chili oil, if using, and sprinkle with sesame seeds and cilantro. You can serve right away or let the cucumbers marinate for 5-10 minutes.
