Beat heavy whipping cream until it starts to thicken. Add sugar, vanilla, and matcha, and continue to beat until stiff peaks form. Stir in mascarpone cheese.
Whisk water and matcha. Dip ladyfingers quickly, then lay them in a dish. Add half the whipped cream mixture, then another layer of biscuits and top with more cream.
Use a fine mesh strainer to dust matcha powder on top. Refrigerate for at least 4 hours up to overnight.
