Bring a large saucepan of water to a boil, and cook the ramen noodles according to package instructions. Drain and run under cold water.
Then whisk together all the ingredients for the sauce and set aside.
Pan fry cubed beef in sesame oil on each side until cooked through.
Sauté broccoli in oil, then add water and cook until they are bright green and crisp tender. Add sauce and stir until it thickens.
Add the beef and ramen to the skillet and toss to coat in the sauce. Serve, garnished with sesame seeds and chopped green onions.
