Rinse rice under cold running water, then cook in your rice cooker or Instant Pot according to manufacturer's instructions.
Heat oil, add salmon, skin side down, and pan fry until cooked through. Discard the skin and combine with the filling sauce ingredients.
Mix soy sauce with the rice, then place in a mold, with the salmon filling in the center. Top with more rice, close the mold and flatten.
Next, sprinkle with potato starch and pan fry until a crispy golden crust forms.
