Bring water to a boil and cook the pasta according to package instructions, then drain and toss with olive oil.
Heat oil and cook garlic until fragrant, then stir in the rest of the ingredients, except for the pasta.
Transfer the heated sauce to a high speed blender and blend until smooth. Combine with the pasta and serve garnished with parsley flakes.
