Stir miso and water together until creamy and combined.
Melt butter and cook onions until browned and caramelized. Then stir in garlic and the miso mixture.
Transfer to a mixing bowl and add Greek yogurt, mayo, pepper, onion powder, and paprika, and mix until combined.
Sprinkle with chopped chives and serve chilled or at room temperature with potato chips, veggies, bread, or crackers.
