Turn instant pot to sauté mode.
Once hot, add onion, garlic & cook for 5 minutes.
Add ground beef, salt, pepper, and oregano, and sauté until meat is browned.
Add carrots and celery and cook until soft.
Turn off the Instant Pot and add cabbage, broth, and diced tomatoes. Stir together.
Screw on the lid and set the pressure valve to Sealing.
Cook on Manual at high pressure for 15 minutes.
Release pressure naturally.
