Stir together flour, potato starch, and baking powder. In a separate bowl, stir together water and kimchi juice.
Slowly add the kimchi mixture to the flour mixture while whisking until smooth. Then fold in kimchi, onion, and green onion.
Spread a thin even layer of batter in a heated pan and cook until the edges are golden, then flip and cook until crisp and brown on the bottom.
Slice into bite sized pieces and serve with the dipping sauce, if using.
